Somewhat self-explanatory. Power three shelves and use them to swap out your entire hotbar.

The icon could just be a powered shelf

Ah you can chain them to swap out more (upto all) of your hotbar in one click, didn't know that.

this is good and you can also get them within 1 minute of a forest

This seems like a really interesting goal idea but it would just be a rush for 10 logs and 1 cobble where the strat would always be to:
mine 3 logs for wood pick + wood axe
mine 7 more logs (6 stripped)
dig down for 1 cobblestone
craft and place setup
