Combine standardization for Grass / Ore block variants

It's currently possible for one player to have to mine 12 deepslate copper ore while their opponent only has to mine 5 regular copper ore for Wear Full Copper Armor, because regular vs deepslate drops are standardized separately (think leather from cows vs horses).
It's also possible for one player to break 10 ferns and get 0 wheat seeds while another player breaks 2 short grass and gets 2 wheat seeds for Breed Chickens for the same reason.
It would be nice if block variants were standardized together.
