The item id for all potions, splash potions, lingering potions, and tipped arrows are always
- Water Bottle, Potion of Fire Resistance, and Potion of Water Breathing (from Buried Treasure / Bastion Trades)
- Splash Potion of Poison, Splash Potion of Weakness, and Splash Potion of Slowness (from Trial Chamber)
- Lingering Potion of Poison, Lingering Potion of Weakness, Lingering Potion of Slowness, and Lingering Potion of Healing (from Trial Chamber)
- Arrow of Poison, Arrow of Weakness, and Arrow of Slowness (from mob drops)
We could also consider maps which appear as
I think that the different names and different effects from each item warrants them counting as separate items (although with maps they are pretty much the same) since your average player would not consider a Water Bottle to be the same item as a Potion of Fire Resistance.
Different potions/arrows could be identified with the metadata associated with them:

Proof of Behavior:
minecraft:potion, minecraft:splash_potion, minecraft:lingering_potion, and minecraft:tipped_arrow regardless of effect. This means the following items are counted as duplicate which may be confusing for players who do not know this behavior:- Water Bottle, Potion of Fire Resistance, and Potion of Water Breathing (from Buried Treasure / Bastion Trades)
We could also consider maps which appear as
minecraft:filled_map when used creating confusion between Buried Treasure Map, Maps generated by the player, and Maps obtained from Trading, etc.I think that the different names and different effects from each item warrants them counting as separate items (although with maps they are pretty much the same) since your average player would not consider a Water Bottle to be the same item as a Potion of Fire Resistance.
