Draw Vote in Lobbies Before Match Start

If you are playing blackout or any other game mode in a lobby you can not draw vote/leave the match until the match actual starts. If you start the match with the wrong settings you are stuck for a over a minute until it starts without the ability to leave and it would be really nice if you could draw vote whenever so you can leave the match/go back to the lobby while on the board screen.

suggestion: add the ability to draw vote/leave the game on the board screen
