In my eyes shears and flint&steel are iron tools and a brush is a copper tool, the goal should include those (in my opinion if you disagree thats not my problem!)

items have a tag, e.g. IRON_TOOL_MATERIALS. Shears and flint&steal dont have this, nor does brush have the copper tool tag.

if anything imo it can be unintuitive that a sword/spear are a tool and its not only hoe,shovel,pick,axe

well sword can break certain blocks faster at least. not true for spear though

Yeah I consider a sword as tool because bamboo and cobwebs butttt spear is a little more tricky
